EPA Form 8700-12 (RCRA Subtitle C Site Identification Form) is required for any business that generates, transports, treats, stores, or disposes of hazardous waste. It registers your site with the EPA and provides you with an EPA Site ID number.

Having a HAZMAT endorsement allows you to transport hazardous materials, but to transport hazardous WASTE, you need an EPA Site ID. Many lucrative contracts (especially lithium battery logistics) require EPA registration.
