What is EPA Form 8700-12 and why does my carrier need it? ▾
EPA Form 8700-12 (the Site Identification Form) is the registration form that grants a carrier their EPA Site ID (also called a Generator ID or Handler ID). Without it, a carrier cannot transport RCRA-regulated hazardous waste — regardless of their DOT hazmat authority. Note that DOT hazmat authority (FMCSA) and EPA RCRA registration are entirely separate regulatory regimes. Carriers who add EPA registration unlock access to $4–6/mile hazardous waste loads compared to $2–3/mile for standard freight.

What's the difference between EPA generators, transporters, and TSDFs? ▾
EPA categorizes hazardous waste handlers by their primary activity:
- Generators (LQG / SQG / VSQG) — Companies that produce hazardous waste. Large Quantity Generators face the strictest rules.
